A BID to change offices in Grays into flats has hit a setback as Thurrock Council has said it will not give approval because of parking and refuse collection issues.

The applicants want to turn the offices of Go Train Ltd in Victoria House on Clarence Road into four flats but a decision by council planning officers says the application is flawed.

They say the applicant, Mr J. Patel of Harrow Drive, Hornchurch, has not produced evidence that there would be sufficient on-site parking, cycle storage and refuse storage and collection arrangements in an area which is already oversubscribed with on street parking.

The council says that this would lead to additional on street parking which would be harmful to highway and pedestrian safety.

Mr Patel had argued that the scheme has an opportunity to be a very exciting project that could enhance the image and quality of existing site. The scheme design sets out with keeping the character of the building, he adds.
